Government of India

- Assistant Editor, North Eastern Hill University Publications, Shillong, Meghalaya.India. 1985 to 1993. Joined on 30th November 1985 as Assistant Editor in the North Eastern Hill University. Edited all academic publication journals, bulletins and manuscripts and planned / supervised printing and production, both in-house and through outside agencies. Looked after co-publishing ventures with private publishers. Officiated and looked after administration and financial matters as Publication Officer from 1990-1993

- Deputy Director and Officer on Special Duty (Northeast) in the Ministry of Human Resource Development, Government of India.

Following responsibilities :

• As Unit Head, contributed to shaping the media policy of the National Literacy Mission. In collaboration with Directorates of Adult Education in the states of the country, planned and executed editing, production and distribution of all forms of print media documentation.

• Editor of Literacy Mission, brought out the monthly house magazine of the National Literacy Mission from 1994 to 1997

• As Head of Publications, collaborated with leading national agencies to produce and release quality publications. Executed such collaborative ventures with Confederation of Indian Industry, National Film Development Corporation, the Indian Navy and other Ministries of the Government of India.

• Officiated as the Coordinator of the International Unit in Directorate of Adult Education. Looked after budget of assistance and executed collaborative efforts with UNICEF, New Delhi from 1994-1997 in the field of print and electronic media for development.

• Produced documentations and books on literacy which were released by Hon’ble President of India, every year since 1993 on the occasion of the International Literacy Day.

• Officiated as Head of Exhibitions Division, responsible for concept development and execution of major exhibitions in liaison with leading creative agencies for putting up national and international exhibitions on behalf of the National Literacy Mission, Government of India

• Looked after concept development, designing, and commissioning of press advertisements and advertisement campaigns in the national print media for the Ministry of Human Resource Development, Government of India.

• Co-coordinated the National Press, for the Ministry of Human Resource Development, Government of India

• In 1996, assumed additional administrative charge of a newly created North East Cell in the Ministry of Human Resource Development for coordination and implementation of plans and programs pertaining to the four departments of the Ministry – Department of Education, Department of Culture, Department of Youth Affairs and Sports and Department of Women and child Development in the eight north-eastern states of India, including Sikkim.

• Nominated by the Ministry of Human Resource Development as the Government of India nominee for all State Resource Centres and Shramik Vidyapeeths in the seven north-eastern states of India.

• Nominated by the Ministry of Human Resource Development as a Member of the Special Task Force on Media for both print and electronic media.

• Coordinated production and air movement of ballot papers for the Election Commission of India for General Election, 1996.

• On behalf of the Government of India, coordinated and facilitated the visit of Director General, UNESCO and his delegation to literacy districts in West Bengal, India

• Coordinated a visit to the country by a delegation from Institute of Education in Hamburg in 1997.

Resigned from Government of India service on 22.02.2000
